It was incredibly important for optics that RR, who was confirmed 96 -4 by the Senate, sign off on the probe. If he didn't sign off on it, the DS and Dems would be able to use this to craft a counter narrative.

This is a great question. I want to say, "RR," but that presupposes that he is, at least, a grey hat working with Trump team. I'm not sure about that. The answer, ultimately, is "Trump and the Patriots." They are in full control, regardless of whether RR is on board or not.
But it would be a HUGE twist if RR was on the Trump train this whole time and was just playing a part for optics.
