Thus, the plot only makes sense from the perspective of media narrative, not real truth - thus, it is a lie.

Everyone who thinks they are going to find some kind of treasure trove of corruption between Mueller and RR is under the spell of the media. Sure - go ahead and investigate, it should be done, but so many people do not understand Satsuki Kiryuin.
