I think the IC channels were monitored and false classified information was run through them. Going by Q saying perps could use NZ intel apparatus without being logged. Good guys traced who was leaking by comparing what false info got back out.
I think NZ is pretty much fucked and the PM wanted to cut a deal, but the cabal dropped the FF on them to keep her in line. Other FVEYs headed for the shitter, too, it seems. Mess in UK and CA with leadership tumbling. I think it's all tied in to DECLAS. judging by the timing. Just my opinion.
