That's false. There can be obstruction without an underlying crime. The principle exists so investigators can't be led on wild goose chase. Rare to charge obstruction, period, and even more rare without underlying crime because witch hunts are the exception, not the norm. Plame case was a DEM-instigated witch hunt, as was Russian collusion.
