The PRC government does not want to stop to making and flow of fentanyl. Fentanyl sales provide more $$$ for Chinese black ops and also weaken United States of America internally. I think the Chinese think of it as the Reversed Opium Trade humiliation that the Chinese had to suffer through at the end of 19th century to early 20th.
Think of fentanyl and other super addictive drugs as a new way to wage war on the opponents civilian (and military) population. The enemy loses human capital due to medical issues and deaths and also suffers financial loses because junkies are expensive for those around them as well as medical care.
