Judge has no say in this. Judge is essentially a clerk granting prosecutor motion to drop the charge. Prosecutorial discretion to charge / no charge. Defendant isn't going to object to charges being dropped.

This sort of "pay to play" justice is garden variety common. From small town speed traps to the feds, everywhere the same possibility.
Yeah, but Trump hasn't gotten off. Hillary is the one who got off. Trump is still under suspicion, just not to the level of criminal conduct. The conduct is lowered from criminal to an impeachable offense.

USA (US Attorney) in that district has discretion to charge if presented with evidence of a federal offense. Us of US mail to perpetrate a fraud is a federal offense.
