I am leaning to him being an informant.. since sealing a case is rarely done after a trial….especially since he is paying restitution. he is found culpable and had to do community service nd give up his bond. Sealing the case is done to protect future indictments especially if he cooperated and is now an informant. Also informants often get immunity. It’s routine practice.
