Superintendent is in trouble. Compare his public statements today with the leaked texts saying he "made the ask" and tried to get the FBI to take over the case.

Either he didn't know about these texts and that they would come to light before he made his public statements slamming Smollett (ie, he is stupid), or he is desperately trying to get out ahead of it and will now aggressively turn on Foxx and Smollett.
