The main difference is that Obama had a functioning Department of Justice and prosecutors across the country willing to follow his lead.
Trump has none of those things and therefore law enforcement action against the connected elites is impossible.
After Benghazi Obama grabbed some poor fucker off the street and locked him up for 8 months with no trial, ruined his life and left him homeless - that is executive power in action.
So you can't compare the two presidencies in terms of law enforcement.
