Roger Stone was also involved with Corsi and Coulter (if I remember correctly) in trying to buy/sell Russian info on Clinton. They were basically creating data points for the media to use in constructing the collusion narrative.
Manafort - I am not completely sure if he was a witting plant or not. Page and Manafort were likely informants involved in probing the Russian efforts to sway the energy sector, so they could have been on a list of people to use in setting up others for FISA.
THAT should be concerning. Let's say you hire someone who was an FBI informant and they are in a position useful to the deep state… So, they drum up a FISA and are eavesdropping on everywhere that person goes, assuming the company or entity doesn't have SCIF-style hardening.
This wasn't just a plan for POTUS, it is a system and pattern they have developed for deployment at will.
As for who was at the top of this… I return to my prior observations in relation to the person who ran the Trump campaign.
