At the very minimum a full pardon is needed. He needs to have his legal cost covered too since the previously corrupt FBI/DOJ caused this.
Justice requires that those who abused their power to abuse Flynn, have to pay for their abuses. We entrust them with a great deal of power. When they abuse it, the punishment has to be severe.
