FISC judges, like all judges, fancy themselves as GOD. They speak if and when they feel like it. They will do NOTHING to impugn their support or institution. Their extra income depends on preserving the useless institution.

FISC exists to fool the people into thinking the government practices restraint in snooping. It is makework. FISC and its support staff in DOJ create mountains of paperwork that will NEVER see the light of day.

Anything you see coming from FISC will be, essentially, "this system effectively protects the privacy rights of the people, and if you get rid of the institution, the government will snoop with reckless abandon."
