Theory:

Kamala and Booker wanted to pass their anti lynching bill because they know they're getting the rope for what they've done and they think they can use it somehow.

Some people will still squeal if you hang a black person even if he's a traitor hanging next to white traitors.

It's all about the optics and the spin.

They convince their buddy to do this fake crime that includes a noose to gin up support and make some soundbites.

They tell him that he'll make more money, get more famous and their media will cover for him.

It's worked many times before.

He fucks it all up and their media isn't as strong as it once was so now he's busted.

He says oh hell no, I'm not gwanna jail.

I'll squeal and I have the phone records where I talked to you guys about it.

Maybe he's not as dumb as he looks and he taped some of it.

They're forced to employ their asset in the form of the states attorney to spring him and hope they have enough power left inside the FBI to kill a federal investigation or buy enough time to suicide him.
