  • Other countries have installed similar antenna arrays

  • You can assume that some other technology, either equally good or better, already exists and is deployed. But it's not safe to assume that the current technology in use is identical to HAARP in terms of mechanism or capabilities. It IS safe to assume that technologies always progress and that the current one is better than the previous one, otherwise HAARP would not have been made public and turned over to the academic research community.
