Since Jussie got jammed up, the DS had to prove to its operatives that they had their backs.

Hence the dismissal of all charges and the sealing of the file.

They did not count on POTUS spending political capital going against corruption in Chicago.

But when even the corrupt mayor of the most corrupt city in the nation calls it a "whitewashing" of justice, with zero ramifications, it proved two things. It truly was corrupt, and the days of the DS getting away with everything they do, and their narrative, are coming to a close.
