Yes, the pic on the billboard appears to be a waiter or someone in a tux….but I was specifically referring to the obvious Paint/Photoshopped areas in the sky to either side of the billboard

Not entirely sure at this point. I would say we're supposed to go hunting for where the pic was taken & what is underneath that Paint job.
