2015 (Comey) FBI grants contractor access to the NSA database to do 702 searches based on 'opposition research' for Clintons - enter Glenn Simpson and a cast of others.

Early 2016 Adm Rogers finds the susicious activity but can't notify the the court in time for the March reporting timeline and submits a 'post-timeline' report the court.

April 2016 Adm Rogers stops all searches by these contractors.
