Not meant to suggest that those topics (CA/9-11/CHN) were the result of such tech, just that it's long been researched by many- and even likely been tested/used, as DARPA seems to be roughly 30 years ahead of anything they would suggest has been studied. likely a slide in many cases though, as the who and why are seemingly more important than the "how"- especially when considering occam's razor as to other much simpler causes much more easily available.
