arryl Godsby, the official overseeing city building code inspectors, told The Oregonian/OregonLive his crews observed workers had drilled into the ground and poured concrete where a subterranean pedestrian tunnel is to connect OHSU buildings.
The university was in the process of getting the permit approved but it wasn’t finalized, Godsby said. The plan approval process exists to ensure buildings are constructed to meet safety and design specifications, he said.
Godsby said city inspectors faced no pushback when they told OHSU contractors to halt their work.
“We just said, ‘Hey, someone’s getting ahead of the game here,’” he said.
University spokesman Erik Robinson said the project is to extend Southwest Meade Street to Southwest Bond Avenue between the Knight Cancer Research Building and the Robertson Life Sciences Building.
Robinson said the university is working with the city to “attain the permit and continue the work as planned.”

The shadowy underground organization which this week claimed responsibility for a February break-in at the North Korean embassy in Madrid on Thursday said it would “temporarily” suspend all pending activities.
In a statement in Korean posted on the group’s official website, Cheollima Civil Defense said that criticism from the international press had left its membership with no choice but to call off activity for the time being.
“Multiple actions targeting the North Korean regime were being prepared, but because of speculative attack articles in the media, the activities of action groups have been temporarily suspended,” the group said.
The statement comes just over 24 hours after the group formally claimed responsibility for a break-in at the North Korean embassy in Madrid last month.
That admission followed the Spanish authorities’ decision to name the 10 suspects in their ongoing investigation into the case, in a statement which accused U.S.-based human rights activist Adrian Hong of having led the group.

he Russians are operating their Tu-154M aircraft configured for surveillance flights sanctioned under the Open Skies Treaty that allows member countries to conduct surveillance flights over each other's territory relatively unimpeded. The aircraft are equipped with imaging and radar surveillance equipment with specific limitations and monitors from the country being surveilled are onboard the flights to make certain the party complies with the parameters of the treaty. This latest series of Russian Open Skies flights are being conducted out of Great Falls, Montana and are covering a slew strategic points in the western part of the United States, including the highly secure Nellis Test and Training Range (NTTR) in southern Nevada, home of Area 51.
The mid-day flight on March 28th, 2019 appears to have originated out of Travis AFB, located near San Francisco, and continued on something of a highlights tour of American military installations in California and Nevada. It flew south over central California, passing near bases like Naval Air Station Lemoore and headed out over the Channel Islands. It then headed directly over Edwards AFB before meandering around Fort Irwin and on to Naval Air Weapons Station China Lake before hooking a right and heading toward Creech AFB in Nevada. It then headed north, directly into the NTTR—the most secure airspace in the United States along with Washington, D.C.

After it flew over Creech AFB, it headed up to Yucca Flat, where one of America's nuclear weapons assembly plants is located, and a secretive airstrip that specializes in test flights of unmanned aircraft, as well as other sensitive Department Of Energy installations. It then headed over the pockmarked Nevada Test Site. Area 51 sits just to the east of this location. The aircraft's panoramic cameras and sensors can collect fairly wide swathes of imagery and radar data along the Open Skies aircraft's flight path.
The voyage continued north, with Tonopah Test Range to the east, before heading northeast towards Salt Lake. It passed somewhat near Dugway Proving Grounds on its way back to Great Falls, but it's not clear if the aircraft was collecting data at that time. If it was, it was doing so at double the altitude as before. The Tu-154 flew at an altitude of around 14,000 to 15,000 feet for the part of its trip over Nevada and California, before climbing out to above 30,000 feet after exiting the NTTR and heading back to its temporary base of operations in Great Falls.

The US and Russia have regularly conducted these flights since the treaty went into effect in 2002; however, this is the first flight since Nov. 2017 because of an “impasse that prevented standard Treaty flights for all states parties throughout 2018,” Davis said. The impasse preventing these flights was related to disagreements between Russia and Georgia, according to the Pentagon.
In addition, the US had declined to certify the Russian version of the treaty aircraft, a Tu-214, until it was inspected by US and allied partners last fall, according to the State Department.
In December, the US along with Canada, the United Kingdom, France, Germany, and Romania flew an “extraordinary” Open Skies flight over Ukraine, though “that was conducted under a treaty provision separate from standard, annually allocated treaty flights,” Davis said.
In October, the 34 member countries agreed on flight plans for 2019, and those flights have begun taking place this year, Davis said.

A council's £1bn agreement with a Chinese firm has been criticised as "a candy floss deal" by a former leader.
Lord Scriven claimed public money had been wasted "chasing false promises" and accused two Sheffield councillors of acting like "Del Boys".
The city signed a 60-year agreement in 2016 with the Sichuan Guodong Group.
The Labour-run council said there had been "benefits and achievements" for Sheffield from the deal and it would benefit "for years to come".
Lord Scriven, who is a serving Liberal Democrat councillor, said: "It is clear council leader Julie Dore and cabinet member for business and investment Mazher Iqbal have become the Del Boys of economic development."
According to the Local Democracy Reporting Service, he added: "This is a candy floss deal.

Naval Service is ending its deployment in the EU's big migrant rescue operation in the Mediterranean.
The move follows a decision by the EU to stop maritime patrols of the sea between north Africa and Europe and to focus, instead, on air patrols and closer co-ordination and co-operation with Libyan authorities.
Naval vessel, LE Eithne, with a crew of about 60, was due to return to the Mediterranean at the end of the month.
But the patrol vessel will now remain at home after previously being involved in the rescue of more than 500 migrants from the Mediterranean
