It's just a theory, but:

If Mueller was running an entrapment scheme under the guise of throwing the book at pedophiles, based on the shit Epstein was giving him, then that makes him complicit in crimes against children. Mueller may not have wanted to do that, but he was already comped because of U1. Think about how they used Hefner to entrap people. Hef just wanted to be a playboy and be surrounded by young women. Think about this. They squeezed Mueller (because of U1) to squeeze Epstein to entrap politicians, etc, in the game of control. Having done that, however, they managed to compile a shit ton of evidence (that may not have been admissible for prosecution, but the people they entrapped don't know that) on bad folks all over the globe. System of control, regardless. Mueller became Hef at the Federal level.
Mueller gets a 2 year extension under Obama. Finished up his work, and skates off into the sunset. Comey takes over to keep the crimes covered up. Election happens. Queue "Trump Wins".
Trump gets the WH, gets Comey out the door, replaces him with Wray, and taps Mueller (knowing all this shit from above). Talks Mueller into doing what he needs him to do, and say "If you do a good job in taking down ALL of them, I'll slap you on the wrist for U1".

The Mueller investigation was used as a blockade, but that blockade also gave Huber all the time he needed to compile the indictments/cases in conjunction with stuff from the Weiner laptop all the way to Epstein; which is why Epstein is back in the limelight.
It's all going to get "re-tried", but they are all going to go down this time because ironclad prosecutorial cases. Think about SDNY, NXIVM, Epstein, CF, Crimes against children, and all the black hats that have been cooperating.
SA did their house cleaning their way. We're doing it this way here because we have to sway the public. The Mueller Report will tie into past entrapment stuff, Huber, and the NXIVM and other cases. All at once.
