namely because germany was required to give Czech the plans for the mauser as WW1 reparations, where CZ then modified to make the CZ24, and THEN they licensed it to yugoland to make their own version
AND THEN after germany took over the CZ works they made a few minor alterations and continued to produce it as the M24
