I believe this means less than 10 know the WHOLE plan.
It does not mean less than 10 are part of the operation.
There are probably a lot of people playing very small roles.
And they only know what they were asked to do. Nothing more.
People we don't like may be acting this way on purpose.
People we do, might not really be on our side.
Time will tell.
