That blue really stands out against the white body of the vehicle. Anons suggesting it’s indicative of HK style plates.
By the looks of the glean on the billboard, I reckon the route they were navigating may have been along an east/west roadway. However, given HK’s relative proximity to the equator, that could be a south facing billboard. In which case it’d be more difficult to approximate angle of sun/time of day, at least fer meh.
