4th Amendment requires issuance of a warrant based on probable cause. Electronic surveillance warrants and orders, like all other search warrants, ONLY issue from judges.

AG or DAG are both POTUS-level appointees, so your 2nd point is redundant. As to your 1st point, "sign off" means signing the verification of a FISA warrant APPLICATION. It doesn't mean that they get to issue the warrant, otherwise FISC would serve no purpose.

 

Not sure where you are going with that point, but if you're trying to support the "DOJ can issue without going to court" BS from earlier this bread, you are just as wrong as that guy.

 

If not, well - still not sure what point you're trying to make, other than just pass on info.
