Seems contradictory. So I did a search on duck for "this is not a game". Someone has to have done this before me. But I found something very interesting. It's like a blog post or a paper, not sure exactly. It's late and I'm tired, but I thought I'd leave this here, in case someone wants to dig.
TL;DR
This Is Not A Game [TIN(A)G or TING] are Alternate Realty Games [ARG] that are not actually games, per se, because they are played in real life (sometimes you don't know what's real and what's the 'game'). Contradictory. Matrix-y. I think this is why Q says "This is not a game" while simultaneously saying "Learn to play the game"…
