It would be nice to think so. However, there are parts of the world where, even though it is Current Year, they can't even keep a well pump running so their kids don't have to risk getting eaten by crocodiles fetching water every day. Nuclear power plants in places like that, no matter how portable and reliable, would more likely be a disaster. I don't know what the answer for the Third World is, but giving them things they can't handle on their own is probably not the best solution. Unless, of course, the goal isn't to foster their independence but to guarantee their continued dependence on outsiders.
That said, I'm all for nuclear power in places that can maintain it. Much more environmentally sound than wind and solar.
