FISA applies only to “foreign powers” and “agents of foreign powers.” Basically, this means that FISA is used to gather information about people who work for the governments of other countries. Investigators are typically not allowed to target U.S. citizens under FISA. In fact, if information about a U.S. citizen is accidentally discovered, the law requires those records to be destroyed.

 

But there are some notable exceptions. One is when the discovered information shows that there is a threat of death or serious harm to another person.

Another is that officials can wiretap U.S. citizens while they are overseas.

Or, perhaps someone posted something that caused the panic button to be hit and they had to lock down write operations, clean all traces of the post, make sure it didn't get archived, clean the distributed caches, etc.
