The article states that the funding Obama gave ,expired but I don't see that the Act itself expired.
I'm seeing references to the FUNDING expiring but not the Act. I will believe it is intact and in effect until I see different. Easy to be confused here. Important to understand. Propoganda is legal via the Smith-Mundt Modernization Act.
