I bought a bastard (hand-and-a-half) sword back in the '90's (back when you could still order ANYTHING via the Internet) and lopped several sizeable saplings completely in half. If someone competent had lopped that guy with a sword anywhere close to the same, the victim would not now be talking about it, or anything else.
Without far better evidence I am going with "fake without a doubt" on this one.

I think they are talking about the funding in the 2017 NDA expiring, not the 2012 Smith-Mundt Modernization Act expiring.
