Unitary Executive:
The President is the executive branch. He can fire anyone else in the executive branch at will no matter what the fuck Congress says or does. He can also personally perform the task of anyone else in the branch without apology because they are all his subordinates.
If electronic voting machines are not done away with by then, you can forget it. If they fake the vote they can fake exit polling and everything in between.
