Psychopaths and sociopaths are the pathological minority.

Is P = Panama?

You would be surprised how much Panama is tied in to the global crime syndicates. Taking out Noriega was not enough. We likely learned a lot from him, but in the end, cutting off the head of a hydra only leads to new UNKNOWN heads rising to power. A real solution requires pyramid prosecution where you start at the =foundations of the pyramid and work your way up to the top.
