As for checks that no president is subjected to palace intrigue, the only measures that work are consequences and being on guard. Look at all the rules that were broken. Did the rules help? A bit like the rules against snooping without reasonable justification. Those have been increased a hundred fold, Congressional hearings, etc. "More rules" just mollifies the public, but causes no retreat in bad behavior.
