The reason we even have a census every 10 years is to determine how many congressmen each state is entitled to based on its population. Only citizens should be included in that count!

The whole 3/5th compromise prior to the Civil War was based on this. The South wanted to count slaves as citizens so they could have more representatives in the House for their states.
