Hermaphrodite is a misnomer.
Fetal sex organs neutral, and evolve into either male or female, depending on chromosomes.
The penis/clitoris is formed and the testicles/ovaries are formed based on the chromosomes.
On rare occasion, the formation is incomplete.
Just like sometimes a person's melanin is not formed properly and they end up an albino. Or, they have a deformed hand or foot.
If their sex organs are not fully formed, they are either a male with a micropenis (a medical term, not just an insult), or they are a female with an elongated clitoris.
Biology is not perfect. Every once in awhile, there is a 2-headed snake. That does not make it a unicorn. It's still a snake.
Two sexes, and sometimes (rare, but sometimes) someone has a deformity of some kind.
TWO sexes.
ZERO genders.
