Personally, I've had this thought that the flags out thing was a way for the defeated to surrender. Basically, a rogue actor hangs a flag outside their house or wherever and the team moves in and scoops them up. I would imagine they're debriefing dozens of operatives with all kinds of stories to tell.
After that's done, they move onto the holdouts all at once, shock and awe style. I wonder if you can FOIA any body cam footage…
