Agree with your basic info, but IMO the hypothetical wouldn't happen this far north.

 

Speculating, but it's most likely refueling either MCAS jets out of the NC area, or a carrier is doing workups off the NC/VA coast and the Air Wing needed gas.

 

Possible that it was a P-8 sanitizing a corridor for a submarine departure, but unlikely. The Nav doesn't often bother to sanitize for fast attack boats, and that's really all you will have coming out of Norfolk. The Boomers are down south in Kings Bay GA.
