Theory: there's been no publicly visible action from Huber bc he's not referring his findings to a public court, but rather a military tribunal/court.
If a civilian is found doing certain things, like treason, sedition, etc, they can be tried as enemy combatants
I'd say that mccain and ghwb dying are both the public "tip of the iceberg" of Huber's actions
