The real scandal is that Hussein changes the security clearance policies just before leaving office. This also came when he changed the number of agencies involved with intelligence sharing. Hussein then dumped a bunch of classified info among them relating to Russia. This allowed for department heads to override and allow those with sketchy history to get clearance, thus allowing his dispersed “intel” to be shared amongst a much larger pool. It seems this was to better shield leakers by expanding the pool of those with access to the material. Therefore, if Trump does the same department head type overrides they can claim in prior years it didn’t happen. But in reality, the new rules were put in place by Hussein.
