Q isn't talking about Nellie here. There are a number of non-gov aid organizations that use ham radio as a means of comms. I've been a HamFag for a very long time and I've known of others who communicated with missionaries and other remote locations over the years. Daniel Estulin writes about how major evangelical groups with 'missionaries' are also involved in things like blood diamonds and human trafficking in Africa and elsewhere under the cover of their 'charities.' He lists some of it in the book 'Shadow Masters' - I have only hardcopy so I can't sauce it with a link.
