Chad Pergram is really trying to hammer down the fact that the SENATE is in the process of performing a "Mini Nuke" on process w/in the Senate….
Kinda sounds like a "Tactical Nuke" approach… reminds me of a Qdrop….
let's see…. Oh yeah, here it is…

"Oh’ I see! Now that the 2 year Russian Collusion case has fallen apart, there was no Collusion except [bye] Crooked Hillary and the Democrats, they say, “gee, I have an idea, let’s look at Trump’s finances and every deal he has ever done. Let’s follow discredited Michael Cohen….."

"…and the fraudulent and dishonest statements he made on Wednesday. No way, it’s time to stop this corrupt and illegally brought Witch Hunt. [Time to start looking at the other side where real crimes were committed]. Republicans have been [abused long enough]. Must end now!"
Carpet bombs are ok.
Tactical nukes are better.

A) On Senate "mini-nuke" option. Senate just had a failed cloture vote Invoking cloture ends debate in the Senate. And this is PRECISELY what Senate Republicans wanted in an effort to squeeze the time to confirm administration officials in a more expeditious fashion.

B) It is said the Senate has unlimited debate. Not really. If the Senate has a failed cloture vote, nothing else can be debated at that moment. That’s what Senate GOPers need to try to establish a new PRECEDENT (not a rules change) to change post-cloture time for some nominees

C) Senate "suitcase nuke" option is a cousin of Nuclear Options I & II (2013 and 2017), which lowered the bar to break a filibuster from 60 votes to 51 for all nominees, including the Supreme Court. Lowers the post-cloture time from 30 hrs to 2 for many nominees.

D) Although the Senate tried to change a standing order (which needed 60 yeas to end a filibuster), it is easier to establish a new "precedent" in the Senate. The Senate does much of its business via "precedent." Establishing a new precedent only needs a simple majority

Sounds very Tactical to me…
