Fragments, the part of the URL are not sent to the server and don't affect what is fetched, unless there is some scripting in the background that does the real fetching.
I'm not sure PDF files like that will even use the hashtag. On a web page, they can interact with JavaScript and trigger tracking. It's a good idea to strip them before fetching a doc from a server.
