The incident was reported to a social worker who filed the report, but this was against the wishes of the daughter, who believed the incident to be an honest mistake and did not want the family of four to be divided by it. Joe Biden, who identified in order to unprotect the daughter’s identity, pleaded guilty to one charge of rape, saying that he did so to end the ordeal for his daughter and wife.

Army Rolls Out Missile Defense Framework To Counter Hypersonic Missile Attacks

In response to Russian and Chinese war threats, the U.S. Army debuted its new Air and Missile Defense framework, or AMD, on March 27 that will pursue multimission units and counter hypersonic missile or unmanned aerial vehicle (UAV) attacks, the Army’s Space and Missile Defense Commander told Defense News in an interview during the Association of the U.S. Army’s Global Force Symposium.

Lt. Gen. James Dickinson said AMD would provide synchronized efforts to execute multi-domain operations, defend the country for emerging threats and succeed in future operational environments.

Top objectives of the new strategy include ensuring AMD forces can protect ground forces and defend critical assets on the modern battlefield and in the homeland. AMD forces are designed to help “create windows of superiority” in the air, so those infantry units have the ability to commandeer enemy territory successfully, Defense News said.

AMD forces align with the Army’s 2028 goal of modernized forces executing multidomain operations.

“Our vision is that the AMD force of 2028 will provide the combatant commanders with a flexible, agile, and integrated AMD force capable of executing multi-domain operations and defending the homeland, regional joint and coalition forces, and critical assets in support of unified land operations,” said Lt. Gen. Dickinson. “To do this, we will execute four lines of effort. We will modernize and develop AMD capabilities; build AMD capacity for multi-domain operations; provide trained and ready AMD forces; and maintain forward presence and build allied and partner capacity.”

AMD also erects the next generation Lower Tier Air and Missile Defense, or LTAMD, sensor as the replacement for the MIM-104 Patriot missile system.

The Army will continue developing Indirect Fire Protection Capability, or IFPC, that provides short-range defense against rockets, artillery, and mortars as well as hypersonic missiles and drones.

The service is also developing Short Range Air Defense, or M-SHORAD, that addresses an important capability gap in the European theater.

AMD is expected to link all of the service's defense and missile systems into an integrated command system.

The strategy is expected to add directed-energy weapon systems to aircraft and ground vehicles to protect ground forces against rocket, artillery, mortar and drone threats.

The Army's last AMD strategy was in 2012, according to Lt. Gen. Dickinson.

In the last five years, the threat of hypersonic missiles and drone attacks have sent American war planners back to the drawing boards. With AMD, the framework is now in place to develop a missile system that can not just protect American allies and troops on the modern battlefield, but protect critical assets in the homeland in the event of war.

28,000 chickens dead after fire in Upper Bern Township

UPPER BERN TOWNSHIP, Pa. (WPVI) – Thousands of chickens have died after a fire ripped through a Berks County property on Tuesday night.

The flames broke out around 7 p.m. on the 3000 block of Mountain Road in Upper Bern Township, according to WFMZ.

Fire officials tell Action News that 28,000 chickens died in the blaze.

The cause of the fire is still under investigation.

'Pretend you have a cold': Pelosi advises Biden on women

President Donald Trump weighed in on the matter with a little more sarcasm. "Welcome to the world, Joe," Trump said at a fundraising dinner for Republican House races. "You having a good time, Joe?" Trump himself has denied multiple accusations of sexual misconduct on his part.

Pelosi, D-Calif., said Biden "has to understand that in the world we are in now people's space is important to them and what's important is how they receive it, not necessarily how you intended it."

Her remarks at an event sponsored by Politico came as Biden's aides are striking a more aggressive tone as he considers seeking the 2020 Democratic presidential nomination and faces scrutiny over his past behavior toward women.

In a statement Monday, Biden spokesman Bill Russo blasted "right wing trolls" from "the dark recesses of the internet" for conflating images of Biden embracing acquaintances, colleagues and friends in his official capacity during swearing-in ceremonies with uninvited touching.

Two women have said Biden touched them inappropriately in the past. Amy Lappos, a former aide to Democratic Rep. Jim Himes of Connecticut, said Monday that Biden touched her face with both hands and rubbed noses in 2009. Former Nevada politician Lucy Flores penned a magazine essay last week in which she wrote that Biden kissed her on the back of the head in 2014.

The developments underscored the challenge facing Biden should he decide to seek the White House. Following historic wins in the 2018 midterms, Democratic politics is dominated by energy from women. The allegations could leave the 76-year-old Biden, long known for his affectionate mannerisms, appearing out of touch with the party as the Democratic presidential primary begins.

Lappos told The Associated Press that she and other Himes aides were helping out at a fundraiser in a private home in Hartford, Connecticut, in October 2009 when Biden entered the kitchen to thank the group for pitching in.

"After he finished speaking, he stopped to talk to us about how important a congressional staff is, which I thought was awesome," Lappos said.

She said she was stunned as Biden moved toward her.

"He wrapped both his hands around my face and pulled me in," said Lappos, who is now 43. "I thought, 'Oh, God, he's going to kiss me.' Instead, he rubbed noses with me."

Biden said nothing, she said, then moved off.

She said the experience left her feeling "weird and uncomfortable" and was "absolutely disrespectful of my personal boundaries."

The Hartford Courant first reported Lappos' assertion.

Russo, Biden's spokesman, didn't directly respond to Lappos, instead referring to a Sunday statement in which Biden said he doesn't believe he has acted inappropriately during his long public life. The former vice president said in that statement: "We have arrived at an important time when women feel they can and should relate their experiences, and men should pay attention. And I will."

Biden hasn't made a final decision on whether to run for the White House. But aides who weren't authorized to discuss internal conversations and spoke on the condition of anonymity said there were no signs that his team was slowing its preparations for a campaign.

Asked on Monday by the AP about the accusations against Biden, Pelosi said, "I don't think that this disqualifies him from running for president, not at all."

Biden's potential Democratic rivals haven't rushed to back him up. Sen. Kamala Harris of California said Tuesday that she believed his accusers but that it's up to Biden to decide whether to run.

Over the weekend, presidential candidate Elizabeth Warren said Biden "needs to give an answer" about what occurred. Another 2020 hopeful, Kirsten Gillibrand, said, "If Vice President Biden becomes a candidate, this is a topic he'll have to engage on further."

Ultraviolet, a women's advocacy group, tweeted: "Joe Biden cannot paint himself as a champion of women and then refuse to listen and learn from a woman who says his actions demeaned her. Good intentions don't matter if the actions are inappropriate. Do better, Joe. And thank you @LucyFlores for coming forward."

Scientists discover animal that lays eggs, gives birth at same time

Dr Camilla Whittington thought she had to be going mad.

Only a few weeks ago, the tiny pink lizard living in her tank at the University of Sydney laid a neat little set of eggs.

And now, here she was, watching it do something that was supposed to be impossible.

It is the first time scientists have ever seen a vertebrate lay eggs and give birth to live young in the same litter.

“I thought: that lizard is not meant to do that,” she told The Age and Sydney Morning Herald on Tuesday, the day her discovery was published in Biology Letters.

The three-toed skink – which has not yet been given a name – initially laid a clutch of three eggs. But Dr Whittington could see she had kept one embryo inside her (“they get really fat when they are pregnant so the number of embryos inside is easy to count,” she says).

So the team kept watching. And three weeks later, out popped the fully-formed three-toe skink.

“It’s an extremely weird lizard,” she says.

Vertebrates – higher-order animals with backbones, like humans – either lay eggs or give birth to live young.

A few species, like the three-toed skink in Dr Whittington’s lab, seem to have the ability to do both. Three-toes living in the NSW highlands have live young, while those living in Sydney lay eggs.

But they seem pretty fixed. They don’t swap from eggs to live birth. And they certainly don’t lay eggs and give birth in the same litter, says Dr Whittington.

Laying an egg and giving birth require enormously different internal machinery.

Most animals require several evolutionary steps to go from egg layers to live-birthers. The team behind the research still has no idea how the skink was able to do both.

“To do live birth, you have to get rid of all the machinery that produces an egg-shell. And then you have to develop methods to supply the baby with oxygen and remove carbon dioxide. And you have to modulate your immune system so your body doesn‘t reject the embryo,” says Dr Whittington.

“We don’t know how – or why – this animal did this.”

The team will continue to study the species to try to find out.

Illegal alien previously deported for sex offenses arrested in Louisiana for child exploitation

On Tuesday, Louisiana Attorney General Jeff Landry announced the arrest of an illegal alien for internet crimes against children.

Miguel Martinez, 44, illegally residing in Harvey, was arrested on 100 counts of possession of pornography involving juveniles under the age of 13 years old, one count of production under the age of 13, and one count of sexual battery of a juvenile under the age of 13.

“Internet crimes against children continuously inflict damage,” said General Landry. “Every time one of these videos or images is viewed, the child is re-victimized.”

As a result of a joint investigation by the Louisiana Bureau of Investigation (LBI) Cyber Crime Unit, LBI Fugitive Apprehension Unit, Homeland Security Investigations (HSI), and Jefferson Parish Sheriff’s Office – Martinez was arrested and booked into the Jefferson Parish Jail. HSI placed a detainer on Martinez and more charges are expected from the LBI and the Mississippi Attorney General’s ICAC Unit.

The investigation discovered that Martinez was previously deported in 2005 and is a registered sex offender in the sanctuary state of California.

“This arrest should serve as a wake-up call to Congress," Landry said. "By not securing our borders and properly vetting those coming into our Nation, we have seen lives lost and destroyed. Illegal immigration has real-life consequences – countless numbers of needless crime victims, including too many Louisiana families and children. For their sake – I again urge Congress to realize the national emergency we have at our Southern border, support President Trump, build the wall, and help us make our communities safer.”

GOP Rep. Mark Walker entangled in federal corruption probe in North Carolina

Republican Rep. Mark Walker has been caught up in a federal corruption probe that has rocked the North Carolina Republican Party and led to the indictment of former Rep. Robin Hayes.

A Walker-controlled political committee received $150,000 from business owner Greg Lindberg at the same time Lindberg allegedly asked him to pressure North Carolina Insurance Commissioner Mike Causey to replace his deputy, according to criminal indictment unsealed on Tuesday.

Walker, a member of GOP leadership, is not named in the indictment. However, POLITICO has identified him as "Public Official A" using the indictment and Federal Election Commission records.

The Justice Department announced indictments of four people Tuesday on charges of public corruption and bribery, including Lindberg and Hayes, the chairman of the North Carolina Republican Party until earlier this week. Lindberg and two of his associates allegedly tried to bribe Causey, who was working with federal authorities and not charged in the probe, to oust North Carolina Department of Insurance’s senior deputy commissioner. Lindberg allegedly sought more favorable treatment of his company in the state.

Texts and emails released by the DOJ said Walker was part of Lindberg's scheme to pressure Causey over the personnel move. Causey alerted law enforcement officials to what was happening in January 2018, according to the indictment.

The indictment mentions several contacts Walker reportedly had with Causey in support of Lindberg's secret campaign.

“Just between the 3 of us … [Public Official A] has already made two calls on our behalf and is trying to help us move the ball forward,” one of Lindberg’s associates wrote in a Feb. 12, 2018, email to Lindberg, according to the indictment. “I was also told that the $150,000 will be going to [Public Official A].”

FEC records show Lindberg donated to the Mark Walker Victory Committee on Feb. 17, 2018. Lindberg was the first donor to contribute to the committee, which was created only four days before his donation was recorded. The committee is a joint political fundraising committee between Walker’s reelection campaign and the Republican National Committee.

Earlier, Lindberg donated more than $78,000 to a different Walker-affiliated joint fundraising committee, according to FEC records. Lindberg, founder and chairman of Eli Global and the owner of Global Bankers Insurance Group, is a major donor to both political parties, though the overwhelming amount of his contributions were to Republicans.

Multiple people were indicted Tuesday on charges of public corruption and bribery, including Lindberg and Hayes. Lindberg and two of his associates allegedly tried to bribe Causey, who was working with authorities and not charged in the probe, to oust the North Carolina Department of Insurance’s senior deputy commissioner.

Walker denied any wrongdoing in a brief interview with POLITICO, saying he has “seen the insurance commissioner at different Republican events.”

“We’re not even part of this investigation,” Walker said of the federal criminal probe. “I’m not going to get into [that with] you with any kind of details. Two of those are constituents of mine. They reach out to me; one of them is the county chairman.”

Despite huddling with an optimistic political expert at the White House, Jarrett eventually realized that all hope for Hillary’s victory was lost.

“I stayed for another couple of hours, as the situation only became worse and worse, until the outcome seemed both inevitable and impossible to absorb,” she wrote.

She also recalled her daughter returning from her job at CNN at 3:00 a.m. to confirm that Donald Trump would be the next president.

Despite their best efforts to put on their “game face,” the next morning, Jarrett admitted that the photo of the staff at the White House showed “unmistakable evidence of our soul-crushing pain.”

NEWS: Algeria president Abdelaziz Bouteflika resigns after weeks of mass protests. This is people power in action.

Algerian President Abdelaziz Bouteflika resigned Tuesday hours after the nation's army chief demanded his removal and following weeks of mass protests, according to the north African country's state-run media.

The ailing 82-year-old Bouteflika said in a letter to the Constitutional Council, published by the Algeria Press Service, that his resignation would go into immediate effect.

"This decision … is intended to contribute to easing the hearts and minds of my compatriots and to enable them to plan together for a better future for Algeria, which they legitimately aspire to," he said.

"This decision is … to prevent that the verbal excesses that unintentionally mark the situation turn into potentially dangerous drifts, and for the protection of persons and property which is the main prerogatives of the state," he said, alluding to the protests that have dogged the last few months of his 20-year presidency.

The nation had been taking to the streets in protest of the octogenarian's rule since late February when he announced that he would be running for a fifth term.

However, protests continued following his withdrawal from the April 18 election, which was then indefinitely postponed, in demand of his immediate removal and continued after he offered Monday to step down on April 28, the end of his term.

In a televised speech aired Tuesday, Algeria's army chief Lt. Gen. Ahmed Gaid Salah demanded that the president be removed from office or he would pursue launching a constitutional procedure to declare Bouteflika – a wheelchair-bound autocrat who had been rarely seen in public since suffering a stroke in 2013 – unfit to rule.

Malaysia ex-PM's trial starts

The trial of former Malaysian Prime Minister Najib Razak over his alleged involvement in the scandal involving the country's investment fund started on Wednesday, according to media reports.

Najib was arrested in July before being charged with criminal breach of trust and corruption following a graft scandal related to Malaysia’s state investment fund 1Malaysia Development Berhard (1MDB). At the start of the trial on Wednesday, he denied seven charges of corruption and money-laundering against him. The former prime minister's defence team also made a last-minute application to adjourn proceedings, which was deferred to another date by the judge.

In other related news, Malaysia sold on Wednesday the superyacht that was alleged to have been purchased with funds stolen from the 1MDB fund to casino firm Genting Malaysia for $126 million. The yacht was allegedly purchased by businessman Low Taek Jho before being confiscated by authorities last year. Low likewise faces charges related to the scandal but remains at large.
