With them active in the world it was so bad that God wanted to start over. He took all fallen and confined them so they can't not bodily be active here now jut in spirit. There are two camps in that regard. Sadducees and they do not believe in souls or afterlife.

Pharisees the do believe in the resurrection and Soul and afterlife.

God has written his law on everyone's heart that has ever been born. That is why we automatically feel guilty. That is your Conscience. God had a plan and we are still fleshing it out.
