Apparently each F-117 had its own radar cross section because of the way they applied the radar coating strips. They would also change when the coating is reapplied and things as seemingly minute as how much glue was used would alter it signature.

Addon for F-117

 

After a lot of digging it looks like that the F-117 would not have a QRS chip which would prevent hijacking remotely. Instead they use a laser inertia device and also some tech from the space shuttle. The documentation on the planes is fairly limited so not 100% sure it is qrs free. Additionally there has been upgrades that allow it to access gps and data links but these were addon features so the aircraft can still fly blind without them. Currently there is only 2 stealth aircrafts which are able to use gbu-27 "the hammer" which is the F117 and the B-2.
