Pag'asa island is part of Palawan, Philippines, which is nowhere near Manila. The international arbitration court in 2016 ruled unanimously with Philippines' historic claim to the Spratly islands, of which Pag'asa is a part. Called the Kalayaan islands by the Philippines, the (Spratly's) are fully situated in the West Philippine Sea.
The problem is that Philippines is militarily too weak to defend the claims, and other countries are occupying islands in the group as well, not just China. Further problem is that Duterte has made some compromises apparently, in dealing with Xi, and has quietly been ignoring the fishermens' complaints during the last few years of Chinese boats harassing them. All this makes Philippines' hold on the islands very tenuous.
Looking at the strategic location of Pag'asa, Trump would do well to establish a base there. That is, if Duterte isn't too proud to allow it.
