And indictments can name multiple parties.

Sealed actions can include cooperating witnesses, warrants, etc. It’s still very unusual based on what’s I’ve followed regarding them to date.

Perhaps some of this is in conjunction with first offender laws being passed. They seal cases in many of those instances. FWIW. I do recall Q referencing DC indictments specifically.
