Looking back, I wonder what happened here? By this time, China was already locked into HRC server. They meet w/ India & Brazil in secret. OBummer & HRC barge in waving $100B… why?

Those conditions go to one of the most contentious issues of these negotiations: America's demand that China and other rapidly emerging countries provide documentation of its efforts to cut emissions.

Thanks Anon. Only found out today about the account from James Woods. Did not know it was run by a Brit comic. Agreed - it is remarkable how skilled he is at word play.
