Q dropped that it's because arresting them or accusing them would be seen as political attack. Tradition says you don't arrest your opponent that's running against you. That is why they're all running- thinking that POTUS won't arrest them cuz it would be spun as a political attack and normies would all believe POTUS is simply taking out his enemy to re-gain the WH unfairly (which many of them already believe he did in 2016)
