Precisely. The spin on AM radio news (nationally syndicated) today was that the reason the SC team punted on the obstruction issue was they felt that Congress was the appropriate body to make that determination.
My guess is this is a setup for the committee chairmen to demand that testimony in a classified setting. And then the leaks start appearing in the press.
A desperate ploy, but maybe all they have.
