Hussein was in Cologne at a so-called "World Leadership Summit" on April 4, then went to Berlin to meet Merkel in private on April 5. In the first German article (link below) it says that his sister too was part of the evening event during which Hussein pointed out that "nobody had to go to jail" during his aministration.
